A heritage consultant, heritage statement and historic building survey serve different purposes. A heritage consultant can advise on significance, planning strategy and change to heritage assets. A heritage statement is a planning or consent document that explains significance and assesses the effect of a proposal. A historic building survey assesses physical condition, defects and repair needs. Some projects need all three functions, but commissioning the wrong service can leave the key planning or technical question unanswered.

When you need a historic building survey

Choose a specialist building survey when the main question is condition. The survey should consider traditional construction, roof and rainwater defects, masonry, timber, damp, alterations and compatible repair. It can identify heritage-sensitive issues but does not automatically constitute a planning heritage statement.

When you need a heritage statement

A heritage statement is usually required to support a proposal affecting a heritage asset where the planning authority needs to understand significance and impact. It describes the asset, identifies important fabric and setting, assesses the proposed change and explains mitigation or justification. The required terminology and policy context differ between England and Wales and should reflect local validation requirements.

What a heritage consultant adds

Early heritage advice can shape the design before drawings become fixed. A consultant can identify sensitive fabric, advise on repair philosophy, support pre-application discussions and coordinate the heritage evidence with architects, surveyors and planners. Historic England guidance applies to English heritage practice, while Cadw provides guidance in Wales. Planning policy, consent terminology and local authority requirements should be checked for the actual site. A North Wales project should not simply reuse an English policy section without considering the Welsh framework.
